Certification and council rules in Wollongong
Wollongong is squeezed between the Illawarra escarpment and the coast, and both ends of that geography affect pools. Escarpment-side blocks are steep, so effective barrier height is measured from the higher ground and retaining walls near a barrier count as climbable structures. Coastal suburbs get the same salt corrosion problem as Sydney's beaches, shortening the life of gate hardware well inside the three-year NSW certificate cycle. Both issues fail barriers that were genuinely compliant when built.
