Certification and council rules in The Hills Shire
The Hills Shire mixes large established acreage in the north with dense new release estates further south, and the two produce opposite barrier problems. On acreage the pool often sits well away from the house with no continuous boundary fence, so the barrier must be a complete isolation fence in its own right rather than leaning on existing boundaries. In the new estates the opposite applies: lots are small, pools sit close to boundary fences, and keeping the non-climbable zone clear is the recurring failure.
