Certification and council rules in Hornsby
Hornsby is Hawkesbury sandstone and steep bushland, and both matter. Excavation into rock is the largest cost variable here and is almost always priced as a variation rather than included in the quote. Slope changes barrier compliance too: effective fence height is measured from the higher side, so a fence that measures compliant from inside the pool area can be well under height from the garden above it. Retaining walls adjoining a barrier count as climbable structures.
