Certification and council rules in Willoughby
Willoughby is largely established housing on sandstone, and rock is the dominant cost variable — excavation into it is almost always priced as a variation rather than included in a quote. Mature trees are also common and frequently significant, which can require an arborist assessment before a pool application is determined. Willoughby blocks also tend to be leafy and enclosed, and vegetation growing into the non-climbable zone around a barrier is a common inspection failure. Unlike a gate fault it regrows, so it recurs between certificates rather than staying fixed once repaired.
