Certification and council rules in Sutherland Shire
The Sutherland Shire is built on Hawkesbury sandstone and a great many blocks slope sharply, which changes both the build and the barrier. Excavation into rock is the single largest cost variable for a concrete pool here. Sloping sites also complicate barrier compliance, because effective fence height is measured from the higher side — a fence that measures compliant from inside the pool area can be well under height from the garden above it. Retaining walls adjoining a barrier are treated as climbable structures.
