Certification and council rules in Blacktown
Blacktown is one of the largest local government areas in New South Wales by population, and its newer release estates in the north-west have unusually high pool density on comparatively small lots. Small lots matter for compliance: the non-climbable zone around a barrier is far harder to keep clear when the pool sits close to a boundary fence, and boundary fences with horizontal rails on the neighbour's side are one of the most common reasons a Blacktown barrier fails inspection despite the pool fence itself being compliant.
