Certification and council rules in Brisbane

Brisbane City Council is the largest local government area in Australia by population, but in Queensland the council is not the body that certifies pools — only a licensed pool safety inspector can issue a pool safety certificate, and the QBCC holds the register of current licences. Brisbane's older inner suburbs have a high proportion of Queenslanders on stumps, where the space beneath the house and the stairs to it frequently sit inside the non-climbable zone of a pool barrier. That is a Brisbane-specific failure mode rarely seen in slab-on-ground suburbs.
