How much does an inground pool cost in Victoria?
What an inground pool costs in Victoria in 2026: the published price bands and why the Melbourne version copies the national one; the State's charges worked from the Building Regulations fee units at the 2026–27 fee unit of $17.27; the permit levy, deposit cap and Home Warranty threshold at four contract values; and every live Victorian city page side by side.
An inground pool in Victoria is published at $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete by a cost guide whose Melbourne page matches its national one. The State's own costs on a $65,000 pool are small: an $83.20 permit levy, $60.90 to register the pool and lodge its barrier certificate, and a 5% deposit cap.
The short answer
- No Victorian price list exists. A national cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete, installed, and the identical table on its Melbourne page.
- The building permit levy is 0.128% over $10,000: $64 on a $50,000 pool, $83.20 on $65,000, $108.80 on $85,000 and $140.80 on $110,000.
- Registration is set in fee units: 2.15 fee units to register and 1.38 to lodge the barrier certificate, at $17.27 a unit in 2026–27. Councils print $37.10 + $23.80 = $60.90.
- The deposit cap is 5% on contracts of $20,000 or more ($3,250 on $65,000), and Home Warranty applies above $20,000 on contracts signed from 1 July 2026.
- The building permit itself is quoted, not set: one Melbourne council charges $1,400 as surveyor for an in-ground pool, which takes the State and council total on a $65,000 pool to $1,544.10.
| Item | Figure or rule | Who sets or publishes it | What it means for your budget |
|---|---|---|---|
| Fibreglass inground, installed | $50,000–$85,000 | National lead-generation cost guide, read 18 Oct 2026 | Same table on its Melbourne page |
| Concrete inground, installed | $55,000–$110,000 | Same guide | Not Victorian evidence |
| Building permit levy | Cost of works × 0.00128 over $10,000: $64 / $83.20 / $108.80 / $140.80 on $50k / $65k / $85k / $110k | State levy, in a 2026–27 council schedule | Paid before the permit issues |
| Maximum deposit | 5% at $20,000 or more: $2,500 / $3,250 / $4,250 / $5,500 | Consumer Affairs Victoria | 10% below $20,000 |
| Home Warranty | Required over $20,000, contracts signed from 1 July 2026 | Building and Plumbing Commission | Was $16,000 under the old scheme |
| Register a new pool | 2.15 fee units: cap $37.13; councils print $37.10 | Building Regulations 2018 reg 147P | Within 30 days of the certificate of final inspection |
| Lodge the barrier certificate | 1.38 fee units: cap $23.83; councils print $23.80 | Reg 147X | With the registration, then every 4 years |
| Lodge a non-compliance certificate | 26 fee units: cap $449.02; councils print $449 | Reg 147ZJ | Only if the barrier fails |
| Pool built before 1 Nov 2020 | $37.10 + $55.10 search = $92.20 | Reg 147P; council schedules | Existing pools only |
| Building permit, council as surveyor | In-ground pool or spa $1,400 (one council) | Knox City Council 2026–27 | Private surveyors quote their own fee |
| State and council total, $65,000 pool | $83.20 + $37.10 + $23.80 = $144.10; $1,544.10 with that $1,400 permit | Calculated | Plus the barrier inspector every 4 years |
How much does an inground pool cost in Victoria?
No one publishes a measured Victorian pool price and the State does not regulate one. The most-read lead-generation cost guide, read on 18 October 2026, prints $45,000–$62,000 for a plunge or compact fibreglass pool, $50,000–$85,000 for a fibreglass inground pool and $55,000–$110,000 for concrete, installed. Its Melbourne page carries the identical table, so it is a national template, not Victorian evidence. Melbourne builders' own published ranges, which disagree with each other, are on the Melbourne pool cost page.
What Victoria does fix are the charges around the pool. On a $65,000 inground pool they are an $83.20 building permit levy, $37.10 to register the pool and $23.80 to lodge its barrier certificate: $144.10 in total. The building permit fee is not set by the State; one Melbourne council charges $1,400 as surveyor for an in-ground pool, which would make it $1,544.10.
The quotable version: on a $65,000 Victorian inground pool the State's own charges come to $144.10, and the building surveyor's fee, which the State does not set, can be nearly ten times that.
The Victorian pool fees, worked from the fee units
Victoria writes its pool fees as fee units in the Building Regulations 2018, and the Treasurer sets the dollar value of a fee unit each 1 July. For 2026–27 it is $17.27, up 2.74% from $16.81, so every pool fee rose on 1 July 2026. The regulations set maximums; councils set their fee at or below them and print it rounded to the 10 cents below.
| Fee | Building Regulations 2018 | Fee units | Cap at $17.27 (2026–27) | What councils print |
|---|---|---|---|---|
| Register a pool built on or after 1 Nov 2020 | reg 147P(2) | 2.15 | $37.13 | $37.10 |
| Information search, pool built before 1 Nov 2020 | reg 147P(3) | 3.19 | $55.09 | $55.10 |
| Lodge a certificate of barrier compliance | reg 147X(2) | 1.38 | $23.83 | $23.80 |
| Lodge a certificate of barrier non-compliance | reg 147ZJ(2) | 26 | $449.02 | $449.00 |
| Surveyor's lodgement of permit documents with council | reg (s 30 of the Act) | 8.23 | $142.13 | $142.10 |
That is why two numbers circulate for registering a new pool. Registration is $37.10, and a pool built under a permit issued on or after 1 November 2020 must be registered within 30 days of the certificate of final inspection, with the building surveyor's certificate of barrier compliance lodged at the same time: $37.10 + $23.80 = $60.90, which Bayside City Council prints as one fee including the lodgement, while the City of Melbourne lists $37.10 for registration. Our Victorian city pages give one or the other; both are right, and the $144.10 worked above assumes your council charges the lodgement as Bayside does. The fee-unit rule: multiply the regulation's fee units by $17.27 and you have this year's ceiling for any Victorian pool fee. The Victorian pool building permit sets out the order of the steps, and what a Victorian pool inspection costs covers the inspector's unregulated fee.
Levy, deposit and Home Warranty by contract value
| Contract value | Permit levy (0.128%) | Maximum deposit (5%) | Home Warranty |
|---|---|---|---|
| $50,000 | $64.00 | $2,500 | Required |
| $65,000 | $83.20 | $3,250 | Required |
| $85,000 | $108.80 | $4,250 | Required |
| $110,000 | $140.80 | $5,500 | Required |
The levy is the cost of works multiplied by 0.00128 where the works exceed $10,000, collected before the permit issues; the building permit levy on a pool explains when it is paid twice. Consumer Affairs Victoria says a deposit cannot exceed 10% on a contract under $20,000 or 5% on a contract of $20,000 or more. Home Warranty, which replaced domestic building insurance for contracts signed on or after 1 July 2026, applies to domestic building work over $20,000; what changed in July 2026 has the detail, and whether your pool is a major domestic building contract covers the contract rules.
The quotable version: a $65,000 Victorian pool contract can ask for no more than a $3,250 deposit, and must carry Home Warranty because it is over $20,000.
Inground pool costs in Victorian cities
Each Victorian city page read its own council and water utility. The totals below are copied from those pages, not recalculated; only two of them add their lines into a single total, and both include a refundable bond the council holds.
| City page | Council and state total on that page | What that page found |
|---|---|---|
| Traralgon | $520.20 + $570 refundable bond | Levy $76.80, Latrobe asset inspection $305, registration $37.10, 40 kL of water $101.30; surveyor's fee extra |
| Wodonga | $357.52 + $900 refundable bond | Levy $76.80, road reserve permit $120, registration $37.15, 40 kL of water $123.57; surveyor's fee extra |
| Melbourne | No total published on the page | Levy $89.60 on $70,000; registration $60.90 including the $23.80 lodgement; basalt and protection work |
| Geelong | No total published on the page | Levy $83.20 on $65,000; registration $60.90; final inspection before any water goes in |
| Bendigo | No total published on the page | Registration $37.10; barrier certificate lodgement as printed by the council; 40 kL of Coliban Water $116.11; mine shafts |
| Ballarat | No total published on the page | Registration $37.10; 40 kL of Central Highlands Water $98.90; two months averaging 25°C |
| Melbourne (plunge pools) | Council permit $1,400 (Knox, as surveyor) | Levy $51.20 on $40,000; sewer clearances |
The council lines vary more than the State ones: Latrobe charges a $305 asset inspection and holds a $570 bond, Wodonga a $120 road reserve permit with a $900 bond. Where a city page prints a fee a few cents away from the fee-unit table above, pay what the council's current schedule says. Pool builders are listed for Wodonga, Melbourne, Geelong, Bendigo, Ballarat.
Getting Victorian pool quotes you can compare
Ask each quote whether the building surveyor's fee and the levy are included, who lodges the barrier certificate and pays the $60.90, what the deposit is as a percentage, and for the Home Warranty certificate before you pay anything. The Victorian pool inspection stages tell you when the surveyor visits and the certificate of final inspection starts the 30-day registration clock. With those lines in writing, compare free pool quotes on the same inclusions.
