How much does a pool inspection cost in Victoria?
What a Victorian pool and spa barrier inspection costs every four years: the inspector's fee, which is not prescribed, the state-set lodgement fees for a certificate of barrier compliance or non-compliance, the re-inspection fee, and three worked totals showing what passing first time, fixing minor defects and failing outright each cost.
A Victorian pool barrier inspection costs about $199 to $500 for the inspector, plus a state-set fee of about $23.80 to lodge the certificate of barrier compliance with council. If the barrier fails and a certificate of non-compliance is issued, lodging it costs about $449. On one council's schedule, passing costs $363.90 and failing $973.10.
The short answer
- Inspector's fee: about $199 to $500. Not prescribed. Latrobe City Council estimates $300 to $500; Wyndham City Council charges $340; two private inspectors publish $199 and $240 with re-inspections included.
- Compliance lodgement: $23.80 to $23.90. A state fee paid to council every four years. Councils' published amounts differ by 10 cents, and the fee unit rose 2.7% on 1 July 2026.
- Non-compliance lodgement: $449.00 to $449.20. Payable when the inspector issues a certificate of non-compliance, on top of any re-inspection.
- Worked totals on Wyndham's schedule: $363.90 to pass first time, $523.90 with one re-inspection, $973.10 if a non-compliance certificate is issued, before any repair.
- About $91 a year. A first-time pass at $363.90 spread over the 4-year cycle. Owners must lodge each certificate within 30 days of it being issued.
| Outcome | Wyndham City Council inspector | Private inspector, vendor-published $240 fee | What drives the difference |
|---|---|---|---|
| Pass first time | $340 + $23.90 lodgement = $363.90 | $240 + $23.80 lodgement = $263.80 | The inspector's fee, which no regulation sets |
| Minor defects, fixed before a follow-up visit | $340 + $160 re-inspection + $23.90 = $523.90 | $263.80: this vendor includes re-inspections | Whether re-inspection is charged separately |
| Certificate of non-compliance issued, then fixed | $340 + $449.20 + $160 + $23.90 = $973.10 | $240 + $449 + $23.80 = $712.80 | The state's non-compliance lodgement fee |
| Spread over the 4-year cycle (pass first time) | $90.98 a year | $65.95 a year | Every 4 years, per council registers |
| Not included in any row | Repairs to the barrier | Repairs to the barrier | Usually the largest number |
How much does a pool inspection cost in Victoria?
Two parts, set by two different people. The inspector's fee is set by whoever does the inspection: a private registered inspector, a building surveyor, or a council that offers the service. No regulation fixes it. The lodgement fee is set by the Victorian Government and paid to your council when the certificate is lodged.
Published inspector fees, read on 2 October 2026:
- Latrobe City Council estimates a private building surveyor, building inspector or pool inspector fee of approximately $300 to $500.
- Wyndham City Council's own inspectors charge $340 for an inspection and $160 for a re-inspection.
- One Melbourne private inspector publishes $240 including GST, re-inspections and the certificate. Another publishes $199 including GST with a free re-inspection. Both are vendor-published prices.
In Victoria the inspector's fee is a market price and the lodgement fee is a statutory one, so shopping around only changes the first.

What the state charges to lodge the certificate, and why councils disagree by 10 cents
The lodgement fees are set by the Victorian Government in fee units, which are indexed every 1 July. The councils we read publish:
- Certificate of barrier compliance: $23.80 (Bayside, City of Melbourne, Latrobe) or $23.90 (Wyndham).
- Certificate of barrier non-compliance: $449.00 (Bayside, Melbourne, Latrobe), $449.02 (East Gippsland) or $449.20 (Wyndham).
The Department of Treasury and Finance sets the value of a fee unit at $16.81 for 2025–26 and $17.27 from 1 July 2026, a rise of about 2.7%. None of the council pages we read said which financial year its amount applied to, so the 2026–27 fees may be slightly higher than every figure above. Check the amount on your council's lodgement page when you pay.
Bayside City Council explains why the non-compliance fee is so much larger: it is an administration fee for the enforcement role council must then take on. On receiving a non-compliance certificate, the municipal building surveyor issues a barrier improvement notice, or a building notice or order.
Lodging a pass costs about $24; lodging a fail costs about $449, so the fee itself is the reason to fix minor defects before the inspector writes a certificate.
The registration fee you pay once, when the pool is first registered, is covered on Victorian pool registration and barrier compliance.
Pool fence inspection cost Melbourne: the worked totals
The three outcomes, priced on Wyndham City Council's published schedule ($340 inspection, $160 re-inspection, $23.90 compliance lodgement, $449.20 non-compliance lodgement), are in the table above:
- Pass first time: $363.90. Wyndham's inspector issues the certificate and lodges it for you. The page does not say whether the $23.90 is inside the $340, so we have added it; if it is included, deduct it.
- Minor defects fixed before a follow-up: $523.90. Wyndham says an inspector who finds minor issues may give you until a set date to fix them.
- Non-compliance certificate issued: $973.10, because Wyndham says you then pay the lodgement fee and the re-inspection fee until a compliance certificate can be issued.
Run the same arithmetic on the vendor-published $240 fee that includes re-inspections: $263.80 to pass, $712.80 if a non-compliance certificate is issued. Substitute any quote you receive: inspector's fee, plus re-inspections if charged, plus $23.80 or so to lodge, plus $449 or so if it fails.
None of these totals includes repairs. A gate closer is a small job; a boundary fence inside the non-climbable zone is not. See what happens if your pool fails the barrier inspection and how to pass a pool barrier inspection first time.
How often do I pay, and what if I lodge late?
Every four years. Councils including Bayside and Wyndham state that the barrier must be inspected and a certificate lodged every 4 years, by the due date on your registration documents or later notices, and that the certificate must be lodged within 30 days of being issued. Wyndham publishes an extension-of-time form if you need longer.
Spread over the cycle, a first-time pass at Wyndham's rates is $90.98 a year; at the vendor's $240 it is $65.95 a year.
A Victorian barrier inspection costs less than $100 a year if it passes, and the expensive outcome is a non-compliance certificate, not the inspection.
For a new pool, the barrier is certified by your building surveyor at the final stage of the build, covered in pool inspection stages in Victoria and the certificate of final inspection.
