How much does a pool cost in Ballarat?
What a fibreglass or concrete pool costs in Ballarat in 2026: why no local price is published, what the City of Ballarat council charges for pool registration and the barrier certificate route, how Central Highlands Water's two-step tariff prices the fill, why Ballarat's short summer puts heating into the budget, and what basalt and old mine shafts mean for the excavation quote.
No Ballarat builder publishes a pool price we could verify, so budget from the Melbourne and Geelong ranges. What Ballarat fixes: $37.10 to register with the City of Ballarat; Central Highlands Water at $2.4724 a kilolitre for the first 175 kL a year and $2.9672 above it; and only two months averaging 25°C.
The short answer
- No verified Ballarat price. We found no Ballarat builder publishing an installed fibreglass or concrete price. Melbourne and Geelong vendor ranges are the nearest published figures; get quotes on your own block.
- Registration is $37.10 for most owners, according to the City of Ballarat. A building permit is required before you install a pool or spa that can hold more than 30cm of water.
- Water is on a two-step tariff. Central Highlands Water charges $2.4724 a kilolitre for the first 175 kL a year and $2.9672 above that in 2026–27. A 40 kL fill is $98.90 or $118.69: $19.79 apart.
- Ballarat's swimming season is short. At Ballarat Aerodrome only January (25.3°C) and February (25.1°C) average 25°C or more, against four months at Bendigo Airport. Heating is a budget line, not an extra.
- The ground varies across the city. A Federation University geologist describes West Ballarat as a basalt plain, and the state's mine-shaft records concentrate mainly on Ballarat and Bendigo.

Ballarat pool cost: what builders publish
On 10 October 2026 we found no Ballarat pool builder publishing an installed price we could verify, and no independent survey of Ballarat prices. Victoria does not regulate pool prices. The nearest published figures are the Melbourne vendor ranges and what Geelong builders publish, which already deals with basalt in the dig.
Use those as a budget band. What makes a Ballarat quote different is set out below: the water tariff, the length of the season, and the ground. Pool builders in Ballarat lists who covers the city.
The quotable version: no one publishes a Ballarat pool price, so the Ballarat-specific numbers are the council's $37.10 registration, Central Highlands Water's two-step tariff and the Bureau of Meteorology's short summer.
Will I need to heat my pool in Ballarat?
If you want to swim outside January and February, almost certainly. The Bureau of Meteorology's Ballarat Aerodrome station, with records back to 1908, averages a maximum of 25.3°C in January and 25.1°C in February. December averages 22.7°C and March 22.4°C, and the January mean minimum is 11.1°C, so the water loses heat every night even in midsummer.
Compare Bendigo Airport: 30.4°C in January and four months averaging 25°C or more. The two-month rule: in Ballarat only two months average 25°C, so a pool without heating is a two-month pool. That is why heating belongs in the first quote, not as an add-on after the price is agreed.
We do not publish a Ballarat heater price here because no local one is published. Solar, gas and heat pump heating compared, how to size a heat pump and what a pool cover costs and saves give you the questions to put to each builder.
Filling a pool on Central Highlands Water's two-step tariff
Central Highlands Water's published 2026–27 pricing schedule charges residential water in two steps: $2.4724 a kilolitre for the first 175 kL a year and $2.9672 above 175 kL. Three small towns, Amphitheatre, Raglan and Redbank, have their own lower tariff.
The worked calculation for a 40,000-litre pool: 40 kL × $2.4724 = $98.90 if the whole fill falls inside step 1, or 40 kL × $2.9672 = $118.69 if it falls in step 2. The difference is $19.79. Either way the fill is a small line in a pool budget; how the annual step is applied across your bills is a question for Central Highlands Water.
Filling costs in other cities and whether you need a permit to fill cover the rest.
Basalt and old mine shafts under Ballarat backyards
Ballarat sits in a valley ringed by extinct volcanoes. A Federation University geology lecturer told the Ballarat Courier in January 2026 that there are 30 to 40 around the city and that West Ballarat is a basalt plain, formed when lava flows filled an ancient valley. Basalt in the dig needs a rock breaker rather than a bucket, which is why rock is priced separately.
The other ground question is mining. The state's Historical Mining Activity dataset says mine shaft locations were collected from 1869, mainly concentrating in Ballarat and Bendigo, to a dataset of around 19,000 records. Ask each builder how the quote treats rock and an unrecorded shaft: excluded, a provisional sum, or fixed. How provisional sums work and what pool excavation costs explain the mechanics.
What the City of Ballarat charges for a pool
The City of Ballarat's pools and spas page says that for most owners the cost to register a pool or spa is $37.10, and refers the full list of fees and the certificate deadlines to the state building regulator. It also says you must get a building permit, from a building surveyor, before you install a pool or spa that can hold more than 30cm of water.
After registration, a qualified inspector checks the barrier and issues a certificate of compliance or a list of what to fix. The state rules, the four-year certificate cycle and the permit levy are on the Victorian pool building permit page and what a Victorian pool inspection costs.
