Certification and council rules in Frankston
Frankston sits on Port Phillip with sandy coastal soils through much of the LGA, which is among the cheapest ground in Melbourne to excavate and one of the few places a concrete shell avoids a piering premium. Coastal salt does shorten gate hardware life, which matters on Victoria's long four-year certificate cycle. Frankston also has a substantial rental market, and while Victoria ties compliance to a four-year cycle rather than to tenancy, a rental property is where a lost council notice is most likely to go unnoticed for years.

The Building Regulations 2018 require registration with your council. Council notifies you in writing of the date your next certificate of barrier compliance is due, and the certificate must be lodged within 30 days of the inspector issuing it. Victoria's building regulator is now the Building and Plumbing Commission; older guidance still says Victorian Building Authority. Full VIC guide →
