Certification and council rules in Cardinia
Cardinia runs from growth-corridor estates in the west to rural land and the Dandenong foothills in the east, and the two ends behave differently. On the estates, small lots make the non-climbable zone around a barrier hard to keep clear. In the hills, slope means effective fence height is measured from the higher side and retaining walls near a barrier count as climbable structures. Victoria's four-year certificate cycle and its 30-day council lodgement step apply across both.

The Building Regulations 2018 require registration with your council. Council notifies you in writing of the date your next certificate of barrier compliance is due, and the certificate must be lodged within 30 days of the inspector issuing it. Victoria's building regulator is now the Building and Plumbing Commission; older guidance still says Victorian Building Authority. Full VIC guide →
