How much does a concrete pool cost in Townsville?
Townsville has no measured concrete pool price. The figures online are national ranges, some relabelled with the city's name. What Townsville does have is an adopted 2026/27 council fee schedule, a backwash policy that costs nothing, a council that does not inspect pool fences for certificates, and a wet season the Bureau of Meteorology has measured since 1940. This page separates what is local and verified from what is advertised.
A concrete pool in Townsville is advertised at $65,000–$110,000 installed, a national range that one cost site republishes about 2% higher under Townsville's name; no measured local price exists. Townsville City Council's adopted 2026/27 charge is $153 to lodge your private certifier's approval, plus $918 if the pool needs council's build-over-sewer referral.
The short answer
- Concrete: $65,000–$110,000 installed, typical $85,000. National figures from a cost guide updated September 2026. Its Townsville page shows $66,000–$112,000, which is the national range multiplied by about 1.02.
- A quote-comparison site prints the same Townsville price as Cairns and Bundaberg: from $40,000, about $65,000 with tiling, fencing and landscaping. Treat it as a regional figure, not a Townsville one.
- Council fee: $153 electronic lodgement, $306 on paper. Siting referrals, overlay assessment and build-over-sewer referrals are $918 each in 2026/27; a sewer CCTV assessment is $306.
- Backwash to sewer costs nothing to approve. Townsville's pool wastewater policy is council's written consent, provided you don't backwash before, during or within 48 hours after a wet weather event.
- Wet season: 68% of Townsville's rain falls January to March. BoM's Townsville Aero station averages 785.3mm over those months, of 1,162.3mm a year.

What does a concrete pool cost in Townsville?
The honest answer first: nobody publishes a measured Townsville concrete pool price. There is no regulated rate for pool construction in Queensland, and we found no independent survey that breaks prices down to Townsville. Every price below comes from a business that sells pools or pool leads.
The most useful figures are national, from a cost guide updated in September 2026: $65,000–$110,000 for an installed concrete inground pool (typical $85,000), $1,800–$2,300 per square metre of concrete shell, $8,000–$35,000 for excavation and site access, and $350–$600 a metre for glass fencing.
A documented finding, checked 30 September 2026. The same guide's Townsville page leads with $66,000–$112,000 for concrete, while the detailed table on that page still shows the national $65,000–$110,000. Every Townsville headline figure on the page is the national figure multiplied by about 1.02: 65→66, 110→112, 45→46, 85→87 and 220→224 (thousands). A second site, a quote-comparison service, prints word-for-word the same Townsville price as Cairns and Bundaberg: ‘typically starts at $40,000’ and ‘closer to $65,000’ with tiling, fencing and basic landscaping. A city price that equals a national price times a constant is not evidence about that city.
Worked example you can redo with your own numbers. Take the typical national concrete figure of $85,000. Add 20 metres of glass fencing at $350–$600 a metre: $7,000–$12,000. Add council's $153 lodgement fee. That is $92,153–$97,153 before the certifier's fee, paving and landscaping. Add $918 + $306 = $1,224 if the pool needs a build-over-sewer referral with a CCTV assessment. What moves a concrete price is in what a concrete pool costs, and concrete vs fibreglass covers the choice.
What Townsville City Council charges for a pool in 2026/27
Council's share is small because a private building certifier approves the pool. The QBCC says you must get building approval before building a pool, from your local council or a private certifier, and that the certifier lodges the documents with council. Townsville's adopted schedule charges $153 to receive that lodgement electronically and $306 on paper.
The fees that turn a simple pool into a slower, dearer one are the $918 lines: a referral for siting under the Queensland Development Code, a referral for building over or near a sewer or water main, and building work assessable against the planning scheme's zone codes or overlays. Combined overlay and referral assessment is $1,224. The City Plan has nine overlays, including flood hazard, coastal environment (storm tide inundation and erosion), landslide and bushfire. Council's overlay factsheet says an overlay does not prohibit development; it adds assessment.
If you ask council to assess a domestic building application instead, it is referred to council's panel of external providers: council charges a $419 administration fee and the provider's fees are added on top.
We read the fees in council's Schedule of Fees and Charges 2026/27 through the Internet Archive's copy of 17 June 2026, because council's site blocks automated requests. Council's adopted Budget and Operational Plan states that the 2026/27 fees and charges were adopted on 3 June 2026. The quotable version: in Townsville a straightforward pool pays council $153; a pool near a sewer or under an overlay pays $918 or more on top. For comparison, see Mackay's council fees for a concrete pool and Cairns.
Backwash and pool safety certificates: two Townsville differences
Backwash. In Queensland it is an offence to discharge pool filter backwash to the sewer without the sewerage provider's written consent. Townsville City Council's Residential Pool Wastewater Disposal Policy (reviewed 2 April 2025) is that written consent for residential pools, so no specific approval or fee is needed. The conditions: no backwashing immediately before, during, or within 48 hours after a wet weather event. To lower the pool for maintenance, the water must be clean, below 5 mg/L chlorine and run through a flow restriction device of 40 litres a minute or less. Backwash may also stay on your own property, but never go into a stormwater drain.
Pool safety certificates. Townsville City Council states that it does not employ licensed pool safety inspectors or provide pool safety certificates. It enforces fence compliance and can issue on-the-spot fines. For a new pool, the barrier is certified by your building certifier (Form 17 or Form 11) before the pool is filled to 300mm or more, and the certifier sends it to the QBCC for the pool register. When you later sell or lease, a private inspector issues the certificate: see Queensland pool safety certificates and what a pool safety inspector charges.
Does the Townsville wet season change the price or the timing?
It changes the timing, and an open excavation in the rain turns timing into cost. The Bureau of Meteorology's Townsville Aero station (032040, records from 1940) gives these long-term means:
- Annual: 1,162.3mm over 65.1 rain days of 1mm or more.
- January to March: 785.3mm, about 68% of the year's rain.
- February: 312.4mm over 12.7 rain days. September: 9.9mm over 1.2 rain days.
The quotable version: in Townsville, an average September has about one rain day; an average February has about thirteen. The QBCC says a pool contract should provide for unforeseen events, naming finding rock and wet weather. Ask each builder how many rain days the programme allows, in writing.
Cyclones. The Queensland tropical cyclone preparedness guide places Townsville in Wind Region C (Cyclonic), where buildings should be designed to resist a Category 4 cyclone with gusts of about 250km/h. Its property checklist includes a pool fence securely attached to the ground or wall. We found no published figure for what cyclone rating adds to a pool price and do not quote one; see what a pool fence costs.
Line up quotes on the same assumptions: rock, rain days, the certifier's fee and any $918 referral. Pool builders in Townsville lists local builders, and you can compare free pool quotes from builders covering the region.
