How much does a pool retaining wall cost?
What a retaining wall around a pool costs in Australia in 2026, per square metre of wall face by material on two published cost guides, with drainage and engineering, worked for a 10 metre wall. Plus the height at which a retaining wall needs approval or an engineer in NSW, Queensland, Victoria, WA, SA and Tasmania, read at the legislation and councils.
A pool retaining wall costs about $250–$600 per square metre of wall face in concrete sleepers on two 2026 cost guides, more in block or stone, plus $30–$80 a metre for drainage and $500–$2,000 for engineering. The approval height differs by state: 0.5m in WA, 600mm in NSW, 1m in Queensland, Victoria and SA.
The short answer
- Concrete sleepers: $250–$400 per m² of face on one cost guide and $300–$600 per lineal metre for a 1m wall on another, which is the same as per m² at that height. The guides disagree at the top end.
- Block and stone cost more: reinforced block $350–$500 per m² on one guide and $350–$750 a lineal metre at 1m on the other; stone, feature or gabion $400–$700+ per m².
- Worked: a 10m wall retaining 0.9m is 9 m² of face. In concrete sleepers with drainage, about $2,550 to $8,800 with engineering, depending on which guide you use.
- The approval line: NSW exempts walls up to 600mm, Queensland accepts up to 1m, Victoria exempts under 1m unless the wall is part of other building work, WA needs a permit above 0.5m, SA usually needs no approval up to 1m, and Tasmania allows 0.5m near a boundary and 1.2m elsewhere.
- A wall built for the pool is usually part of the pool's approval in Victoria and Tasmania, where the exemptions exclude work associated with other building work; WA councils word that condition differently, and Queensland's exemption excludes any wall that forms part of a pool's fencing.
| State | Exempt or accepted up to | Conditions that matter for a pool | Above the line | Where we read it |
|---|---|---|---|---|
| NSW | 600mm of wall, cut or fill | At least 1m from each boundary, 2m from another retaining wall, 1m from an easement, sewer main or water main, with drainage to the stormwater system | Under the complying development codes, earthworks over 600mm need a wall a professional engineer has certified | SEPP (Exempt and Complying Development Codes) 2008, cl 2.30 (Internet Archive copy of 9 August 2025) |
| Queensland | 1m, wall plus the cut or fill it retains | No surcharge load over the wall's zone of influence; at least 1.5m from a building or another retaining wall; not a wall that forms part of the fencing for a regulated pool | Building approval | Building Regulation 2021, schedule 1, section 3 |
| Victoria | Under 1m | The exemption does not apply if the wall is associated with other building work or protects adjoining property | Building permit | VBA, When is a building permit required? (Internet Archive copy) |
| WA | 0.5m of retained ground | Councils word the extra conditions differently: one lists association with other building work as a further trigger, another as part of a combined test. One council says every retaining wall in its area must be designed by a structural engineer | Building permit | City of Fremantle and Shire of Harvey guidance, citing the Building Regulations 2012 |
| SA | 1m difference in ground level | Tiered walls count as one total; a fence on the wall needs approval if wall plus fence exceeds 2.1m from the low side; some zones and councils differ | Development approval | Law Handbook (Legal Services Commission of SA) |
| Tasmania | 0.5m within 1.5m of a boundary; 1.2m further away | Not associated with work that needs a permit or is notifiable; up to 1.8m is low-risk only if engineer-designed and built by a licensed builder | Building approval | Meander Valley Council low-risk retaining wall checklist (categories 1.3.14 and 2.3.2) |
What is a retaining wall for a pool?
A retaining wall holds back soil where the ground level changes. Around a pool there are two kinds, and they are priced differently:
- Landscape retaining walls hold the cut on the high side of the pool and the fill under the paving on the low side. These are the walls priced on this page, usually by a landscaper or the pool builder's subcontractor.
- The pool wall itself, where a concrete shell holds soil on one side and water on the other. That is engineered as part of the pool and priced in the pool contract; building a pool on a sloping block covers it, with the cost of the slope as a whole.
The height that matters is the height of ground the wall retains, not the height of the blocks you can see. And a wall next to the pool barrier changes the barrier: the fence height is measured from the finished ground, and steps or walls near it can become footholds. The 500mm setback around a pool fence explains the rule.
The quotable version: a pool retaining wall is priced per square metre of face, length × retained height, and the retained height also decides whether it needs approval.
Pool retaining wall cost per square metre, worked for a 10 metre wall
No regulator publishes retaining wall prices. Two lead-generation cost guides do, both updated in 2026, and they disagree at the top end:
| Material | Cost guide A, per lineal metre at about 1m high, installed | Cost guide B, per m² of wall face |
|---|---|---|
| Treated pine sleepers | $200–$450 | $200–$300 |
| Concrete sleepers with steel posts | $300–$600 | $250–$400 |
| Concrete block | $350–$750 (standard); $400–$800 (engineered) | $350–$500 (reinforced and filled) |
| Stone, sandstone or gabion | $350–$700 (sandstone); $300–$800 (gabion) | $400–$700+ |
At 1m high a lineal metre is a square metre of face, so the two columns are comparable for a 1m wall. Guide A adds drainage behind the wall at $30–$80 a lineal metre and engineering at $500–$2,000 a job, and prices a concrete sleeper wall 1.5m high at $400–$950 a lineal metre.
Worked example. A 10m wall on the low side of a pool, retaining 0.9m, is 9 m² of face. In concrete sleepers: 9 × $250–$400 = $2,250–$3,600 on guide B; guide A's 1m rate gives $3,000–$6,000, which overstates a 0.9m wall. Drainage adds 10 × $30–$80 = $300–$800. Total about $2,550 on the cheapest reading to $8,800 on the dearest with $2,000 of engineering. Raise the same wall to 1.5m and guide A's rate becomes $4,000–$9,500 before drainage, and the wall crosses the approval line in every state in the table.
Element rates for paving and turf around the same pool are on what landscaping around a pool costs. The quotable version: a 0.9m concrete sleeper wall 10m long costs about $2,550–$8,800 with drainage on 2026 cost-guide rates, and height pushes both the rate and the approvals.
Do I need approval for a retaining wall around my pool?
Read the table above by the retained height, then by the condition that most often catches a pool wall: whether it is associated with other building work.
- NSW: a retaining wall is exempt development only up to 600mm and at least 1m from each boundary and 2m from another retaining wall, with drainage connected to the site's stormwater. A pool approved as complying development needs any earthworks over 600mm supported by a wall a professional engineer has certified.
- Queensland: accepted development up to 1m including the retained cut or fill, with no surcharge load and 1.5m clear of a building or another wall. A full pool behind a wall is a load; ask the certifier. A wall that forms part of the fencing for a regulated pool is excluded from the exemption.
- Victoria: under 1m is exempt unless associated with other building work, so a wall built as part of a pool is normally on the pool's building permit.
- WA: a building permit is needed for a wall retaining more than 0.5m. Councils describe the further conditions differently, so ask yours; one says every retaining wall in its area must be designed by a structural engineer.
- SA: development approval is usually not needed up to a 1m difference in ground level, measured across all tiers, but a pool fence on top of a wall needs approval if the two together exceed 2.1m from the low side.
- Tasmania: low-risk work up to 0.5m within 1.5m of a boundary and 1.2m elsewhere, not associated with work needing a permit; up to 1.8m if engineer-designed and built by a licensed builder.
For the pool's own approval route, see do I need council approval for a pool. The quotable version: WA's line is 0.5m, NSW's 600mm, and Queensland's, Victoria's and SA's 1m, but a wall built as part of a pool often falls under the pool's approval whatever its height.
What to ask for in a pool retaining wall quote
- Length and retained height of every wall, so you can check the m² of face and see which approval line each wall crosses.
- Drainage behind the wall: agricultural pipe, aggregate, fabric and where it discharges. Cost guide A prices it at $30–$80 a metre; walls that fail usually fail on drainage, both guides say.
- Engineering, and whether the design allows for the pool's water load and any fence on top.
- Who lodges the approval, and whether the wall is on the pool's approval or its own.
- Spoil: the cut has to go somewhere; pool excavation cost covers disposal.
The soil behind the wall decides the footing, so if you have not had a soil test, do I need a soil test before building a pool explains what it tells the engineer. Then compare pool quotes with the walls priced as separate lines; listed businesses cover Brisbane, Sydney, Melbourne and Perth.
