Certification and council rules in Joondalup

Joondalup anchors Perth's northern corridor and the City of Joondalup runs the barrier inspection program for pools across it. Western Australia's regime is a fixed cycle, not a transaction: the state regulator requires building approval for every swimming pool and spa, requires a safety barrier for any pool holding water more than 300mm deep, and sets a maximum period between local-government inspections of four years. Nothing is triggered by selling or leasing the property, which surprises owners moving from the eastern states. Local governments may charge for the inspection program and set their own amounts, so check the City's current schedule rather than assuming a state-wide fee.
