How to compare plunge pool quotes from different suppliers
Two plunge pool quotes can describe different pools under the same name, because there is no regulated size for a plunge pool, and in NSW the 2,000 litre line decides whether it needs development consent. This page sets out the eight plunge-specific lines that make two quotes comparable: water volume, install method, delivery and crane, pump flow, heating and the cover it legally requires, spa jets, the barrier and approvals. Each line carries the rule or published figure that makes it matter, so you can line suppliers up on the same scope before you compare price.
Compare plunge pool quotes on eight plunge-specific lines, not the total: water volume in litres, install method, delivery and crane, pump flow rate, heating and the cover it requires, spa jets, the barrier, and approvals. In NSW a pool of 2,000 litres or more needs development consent, and a gas or heat pump heated pool must have a cover and time switch.
The short answer
- Ask for the volume in litres. “Plunge pool” has no regulated size, and in NSW 2,000 litres is the line between exempt development and development consent.
- Delivery and crane are often outside the price. One manufacturer's own 4m price is stated “excl. delivery”; a container supplier excludes earthworks, footings, delivery and installation.
- Heating brings a cover with it. Where a pool is heated by gas or heat pump, the building code requires a cover and a time switch (VBA Practice Note 05-2018), so a heating quote without a cover is incomplete.
- “Plunge spa” does not buy a lid exemption. Camden Council states the word spa in swim spa, plunge spa or plunge spa pool does not grant the lockable-lid exemption; a full barrier is needed.
- Pump sizing is a plunge-specific trap. A 14,000 litre plunge pool sits below the smallest band (34–54kL) in a published pump running-cost table, so ask for the flow rate and turnover time.
| Line | Why it matters on a plunge pool | A complete quote states | Rule or published figure |
|---|---|---|---|
| 1. Volume and dimensions | No regulated plunge pool size; volume sets the approval route and the pump | Internal length, width, average depth, and litres | NSW: 2,000L or more needs development consent (City of Newcastle) |
| 2. Install method | Inground, semi-recessed, above-ground and container are priced differently | Method, footings or slab, retaining | One manufacturer: above-ground system +$12,000–$25,000 on top of a standard shell |
| 3. Delivery and crane | Small blocks mean lifts over houses | Crane size, lift allowance, delivery distance | One manufacturer's 4m price “excl. delivery”; a container supplier excludes footings, delivery and installation |
| 4. Pump and filter | Plunge volumes sit below published pump tables | Pump model, flow in L/min, turnover time, star rating | Smallest published band: 34–54kL at 100–150L/min, 513W average (Canstar Blue) |
| 5. Heating and cover | Plunge pools are often heated | Heater type and output, cover and time switch | Gas or heat pump heating requires a cover and time switch (VBA PN 05-2018) |
| 6. Spa jets and the word “spa” | Jets change the price, not the barrier rule | Number of jets, blower, pump | “Plunge spa” does not grant the lid exemption (Camden Council) |
| 7. The barrier | A larger share of a small project | Metres of fencing, gates, who supplies it | Required above 300mm of water (Swimming Pools Act 1992 NSW) |
| 8. Approvals and inspection | Constrained small blocks attract overlays | Who lodges, CDC or DA, certifier and council fees | NSW council inspection capped at $150, then $100 (Regulation cl 19) |
Can you help me compare plunge pool prices and features from different suppliers?
Yes — and the method is the same whether you are doing it yourself or asking an assistant to do it. Plunge pool suppliers publish prices that disagree by more than double (the spread is set out on plunge pool designs and cost), and much of that spread can be scope rather than margin.
- Send every supplier the same request. Ask each for the eight lines in the table above, priced separately or marked “excluded”.
- Line the answers up. One row per line, one column per supplier.
- Fill the gaps with a written price, never a guess. If one quote excludes the crane and another includes it, ask the first for its crane price in writing.
- Compare the delivered totals. Only now does the bottom line mean anything.
The plunge quote normaliser: two plunge pool quotes are comparable only when they state the same volume in litres and price the same eight lines.
For the general fourteen lines every pool quote should carry — payment schedule, insurance, exclusions list — see what differs between pool quotes. This page covers only what is specific to plunge pools.
Why a plunge pool quote needs its volume in litres
There is no regulated definition of a plunge pool, so the name tells you nothing about size. Volume does three jobs on a plunge pool quote.
- It sets the NSW approval route. The City of Newcastle states that portable pools and spas under 2,000L can be exempt development and that pools with the capacity to contain 2,000L or more need development consent. Any practical plunge pool is over the line, so the quote should say whether it assumes a complying development certificate or a development application.
- It sizes the pump. Canstar Blue's pump running-cost table starts at pools of 34–54kL, served by pumps of 100–150 litres a minute drawing an average of 513 watts. A 4m by 2.5m plunge pool with 1.4m average depth holds 14,000 litres — well below the smallest band. Ask for the pump's flow rate and how long it takes to turn the whole volume over once; an oversized pump is a running cost you pay every day.
- It makes prices comparable. A 2.5m shell and a 4.5m shell can both be sold as plunge pools.
A plunge pool quote without a volume in litres is a quote for an unnamed object. For what the volume does to running costs, see pool running costs per year.
Heating and spa jets: the two features that change the rules
These are two features commonly added to a plunge pool, and each carries a rule a cheaper quote can quietly skip.
Heating brings a cover and a time switch. VBA Practice Note 05-2018 sets out the building code position: where a pool is heated by a gas heater or heat pump, it must be provided with a cover and a time switch to control the heater. A spa pool of 680 litres or more must have a time switch on its circulation pump. So if one quote prices a heat pump with a cover and another prices a heat pump alone, the second is not cheaper — it is incomplete. Published heating prices vary: a third-party national cost guide gives $3,000–$14,000 for pool heating of all types, and one retailer's plunge pool guide gives $3,000–$4,500 for a heat pump. Compare like with like in solar vs gas vs heat pump heating.
“Spa” in the name does not change the barrier. Camden Council states that for swim spas, plunge spas and plunge spa pools, the inclusion of the word spa does not grant the exemption that lets some spa pools use a lockable lid instead of a fence. The same retailer guide publishes spa jets at $2,500–$3,500. A supplier who tells you a plunge pool with jets can skip the fence because it has a lid is contradicted by NSW council guidance. See swim spa vs pool for the state-by-state lid position.
Delivery, crane and footings: the lines suppliers state are outside the price
A plunge pool is usually chosen for a small block, and a small block is where getting the pool in tends to cost more.
- Delivery. One fibreglass manufacturer states its 4m range price “excl. delivery”. That is honest, and it is also a line you must add before comparing.
- Footings and installation. A container supplier states its prices do not include earthworks, footings, delivery or installation fees.
- The crane. A shell lifted over a house needs a crane sized for the reach, not the weight alone. Ask whether the quote includes the crane, what size, and what happens if the truck cannot get the stand position the quote assumed.
- Rock and spoil. For an inground plunge pool, ask how rock is priced — a rate, a provisional sum, or excluded.
On a small block, the price of getting the pool to the hole can move a plunge pool quote more than the choice of shell. Photograph the access and measure the side gate before you ask for prices; how to prepare your block for a pool quote lists what to send. Excavation ranges are in what pool excavation costs.
Turning two plunge pool quotes into one comparison
Once every line is priced or marked excluded, the comparison is arithmetic.
| Step | What you do |
|---|---|
| 1 | Check both quotes state the same volume in litres. If not, you are comparing two pools. |
| 2 | For every line one quote includes and the other excludes, get the excluding supplier's written price for it. |
| 3 | Add the barrier and approval if either quote leaves them out — the barrier is compulsory above 300mm of water, and in NSW consent is needed at 2,000 litres or more. |
| 4 | Where heating is gas or heat pump, confirm the cover and time switch are in the price. |
| 5 | Compare the delivered totals, then the pump flow rate and heater output as running-cost tie-breakers. |
The cheapest plunge pool quote is the cheapest delivered total on the same eight lines, not the lowest number on the first page. Before you sign, the contract should carry the same lines — deposit limits and progress payments covers what the law caps. When you are ready, you can compare pool quotes from builders listed for Sydney, Melbourne and Brisbane.
