How much does a pool cost in Queanbeyan?

What a pool costs in Queanbeyan in 2026: why NSW law applies even though Canberra is next door, what Queanbeyan-Palerang Regional Council charges to certify a pool, the refundable security deposit on lodgement, the water price, and the Icon Water offset plan you need before a first fill.

Updated 2026-10-14 6 sources cited

A pool in Queanbeyan costs about the national price: one cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete, with no Queanbeyan page. Queanbeyan is in NSW, so NSW rules apply: the council charges $1,178.50 for a complying development certificate on a $60,000 pool, holds a $3,790 refundable bond on urban jobs, and sells water at $4.58/kL.

The short answer

  • No Queanbeyan price list exists. A national lead-generation cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete; its nearest city page is Canberra.
  • NSW law, not ACT law. Queanbeyan is in New South Wales: the Swimming Pools Act 1992, the NSW register and NSW certification apply, and the ACT building levy does not.
  • Council CDC on a $60,000 pool: $764.50 plus a $414 assessment fee, $1,178.50, then $290 per inspection; a $3,790 security deposit is payable when a CC or CDC application is lodged in an urban area.
  • Water is $4.58 a kilolitre in 2026-27, down 5.8% from $4.86, so a 40 kL fill costs $183.20.
  • The Icon Water offset rule: a pool of 3,000 litres or more cannot be filled for the first time until Icon Water approves a water offset plan and the pool has a cover over at least 80% of its surface.

How much will my pool cost in Queanbeyan?

Searches for “queanbeyan pool cost” and “queanbeyan pool prices” land on national or Canberra numbers. We found no Queanbeyan builder publishing an installed price we could verify on 14 October 2026, and the most-read lead-generation cost guide has no Queanbeyan page. Its national page prints $45,000–$62,000 for a plunge pool, $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete.

Its Canberra page is no help either: our Canberra pool cost page shows it is the national range with a multiplier, and the ACT levies it describes do not apply across the border. This page covers what Queanbeyan-Palerang Regional Council sets.

Does Queanbeyan follow NSW or ACT pool rules?

NSW. Queanbeyan sits next to Canberra but is in New South Wales, so a Queanbeyan pool is approved under NSW planning law, certified by a NSW certifier, registered on the NSW Swimming Pool Register and needs a NSW certificate of compliance to sell or lease. The ACT building and training levies described on the Canberra page are not charged. The Sydney pool cost page sets out the NSW complying development limits, and the NSW compliance certificate rules cover the barrier.

The exception is water: Queanbeyan, Jerrabomberra and Googong buy their water from Icon Water, the ACT utility, and the council applies Icon Water's permanent conservation measures, including the pool rules below.

The quotable version: in Queanbeyan the pool law is NSW's, but the pool-fill rule is Icon Water's.

What Queanbeyan-Palerang Regional Council charges for a pool

The council's adopted 2026-27 fees, read in its online fees register, price a complying development certificate for work up to $100,000 at $310 plus $0.70 for each $100 over $5,000, plus GST, and add a $414 complying development assessment fee to every application. Worked through for a $60,000 pool: $310 + 550 × $0.70 = $695, plus GST = $764.50; with the assessment fee, $1,178.50. Each building inspection with the council as certifier is $290, so two inspections bring it to $1,758.50. On the development application route the construction certificate is $295 plus 0.5% of cost, plus GST: $654.50 on $60,000.

The line people miss is the $3,790 security deposit for damage to public assets, payable on lodgement of a construction certificate or complying development application in an urban area where the work involves machine excavation or deliveries of materials. It is a deposit, not a fee; the schedule lists a $230 inspection before release where the council is not the certifier. Ask your builder who lodges it and who gets it back.

Can I fill my new pool in Queanbeyan?

Only with an approved offset plan. The council's water conservation page, read 14 October 2026, said no restrictions were in force but permanent measures applied in Queanbeyan, Jerrabomberra and Googong. Under them a pool or spa of 3,000 litres or more must not be emptied, refilled or filled for the first time unless the occupier has lodged a water offset plan with Icon Water, Icon Water has approved it, the occupier complies with it, and the pool has a cover over at least 80% of the water's surface when not in use. Top-ups need registration with Icon Water and happen before 9am or after 6pm, by bucket, watering can or trigger hose.

The Queanbeyan fill rule: no first fill without Icon Water's approval and an 80% cover, so the cover belongs in the build quote. The water itself is $4.58 a kilolitre in 2026-27, one rate for all use, so 40 kL costs $183.20. Pool cover cost and payback prices the cover.

The season, and getting Queanbeyan quotes

Queanbeyan's own Bureau of Meteorology station closed in 2021; Canberra Airport, across the border, averages 30.0°C in January, 28.0°C in February, 25.3°C in March and 27.4°C in December, but 12.8°C in July, so heating is the cost that extends the season: what it costs to heat a pool. Ask each quote to state the certifier's fee, who pays and recovers the $3,790 deposit, the cover, and who lodges the Icon Water offset plan, then compare free pool quotes. Pool builders in Googong lists who covers the Queanbeyan side of the border.
