A pool in Goulburn costs about the national price: one cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete, and no Goulburn price list exists. Goulburn Mulwaree Council's costs are flat: $900 for a pool complying development certificate, $250 per inspection, and $144.40 for 40 kL of water, once you meet four of six offset criteria.

The short answer

  • No Goulburn price list exists. A national lead-generation cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete; it has no Goulburn page.
  • Flat certification fees, 2026/27: $900 for a complying development certificate on a new Class 10 structure, $800 for a construction certificate, and $250 per critical stage inspection; $1,400 for a CDC with two inspections.
  • Water costs $3.61 a kilolitre on tariff 1 and $4.89 on tariff 2, which starts above 0.80 kL a day on a 20mm meter: a 40 kL fill is $144.40 or $195.60.
  • The four-of-six rule: under the council's Water Use Policy a private pool may be filled only when four of six water-saving criteria are met at the house, with a pool cover used when the pool is not in use.
  • Barrier certificate: $150 for the first inspection including the certificate, $100 for a second; a certificate lasts 3 years.

How much will my pool cost in Goulburn?

Search “goulburn pool cost” or “goulburn pool prices” and the numbers you find are national. We found no Goulburn builder publishing an installed price we could verify on 14 October 2026, and the most-read lead-generation cost guide has no Goulburn page. Its national page prints $45,000–$62,000 for a plunge pool, $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete. Read them as a national band.

NSW pool rules are state-wide; the Sydney pool cost page explains the complying development limits, and what a pool costs in Australia covers what moves the build price. This page covers what Goulburn Mulwaree Council sets.

What Goulburn Mulwaree Council charges for a pool

Goulburn prices certification by building class, not by cost of work. Its 2026/27 schedule (Appendix D of the Operational Plan, revised 25 June 2026) charges $900 for a complying development certificate on a new Class 10 building or structure and $800 for a construction certificate, with critical stage inspections on Class 1 and 10 buildings at $250 per inspection type. A pool certified as complying development with two inspections comes to $900 + 2 × $250 = $1,400, whether it costs $50,000 or $110,000.

Plumbing is separate: $130 for a section 68 application for sewerage work on a Class 1 or 10 building and $250 for each s68 inspection, so $380 if the backwash goes to sewer; draining a pool to the sewer in NSW explains the plumbing. A private certifier's certificate costs $42.68 to lodge. How long council approval takes covers timing.

Can I fill my pool in Goulburn? The four-of-six rule

Goulburn Mulwaree Council's Water Use Policy (version 6, effective 18 September 2025) applies to Goulburn City and Marulan. At green and amber levels, private pools can only be filled when a water offset plan for that residence has been met, including the mandatory use of a pool cover when the pool is not in use. At red level, private pools cannot be filled from the council's water supply. The council's water page gave storage at 90.2% on 30 September 2026 and the level as green.

The offset plan is met when four of these six are in place at the property: a rainwater tank of 1,000 litres or more; mulch on all garden beds; a cartridge filter or a water-efficient medium such as recycled glass or zeolite; dual-flush toilets; three-star showerheads; and a four-star or better washing machine.

The Goulburn four-of-six rule: before the first fill, a Goulburn pool needs four of six water-saving measures at the house and a cover, so price the tank or the cartridge filter into the build. What a pool cover costs helps with the cover line.

What the water to fill a Goulburn pool costs

The 2026/27 revenue policy sets occupied residential water in Goulburn City and Run-O-Waters at $3.61 a kilolitre on tariff 1 and $4.89 on tariff 2, with tariff 2 triggered above 0.80 kL a day on a 20mm meter. A 40 kL fill costs $144.40 at tariff 1 and $195.60 at tariff 2. The policy states the trigger as a daily figure and does not say over what period it is averaged; if it is averaged over a 91-day quarter it equals 72.8 kL, so ask the council how a fill is counted before you schedule it. Filling costs in other cities compares tariffs.

Bureau of Meteorology averages for Goulburn Airport (1990–2026) give mean maxima of 28.0°C in January, 26.4°C in February and 26.0°C in December, but 11.9°C in July with a 0.4°C minimum, and 579.5mm of rain a year. Three months averaging 25°C or more means heating is a budget question: what it costs to heat a pool.

The barrier certificate and getting Goulburn quotes

Goulburn charges $150 for a first barrier inspection including the compliance certificate, $100 for a second, and $250 to apply for an exemption; the council's pools page says a certificate lasts three years and that the council can register a pool for you for $10. The NSW compliance certificate rules explain when you need one. Ask every quote to state the certifier's fee, the s68 plumbing lines, the filter type and who meets the offset plan, then compare free pool quotes.
