A pool in Bowral costs about the national price: one cost guide prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete. Wingecarribee Shire Council charges $2,788 to certify a $60,000 pool as complying development with two inspections, or $3,076.40 through a development application. Water is $2.96 a kilolitre up to 616 litres a day.

The short answer

  • No Bowral price list exists. A national lead-generation cost guide, read 18 October 2026, prints $50,000–$85,000 for fibreglass and $55,000–$110,000 for concrete; it has no Bowral page.
  • Council as certifier, $60,000 pool: a $1,419 complying development certificate, $324 to appoint the council, two inspections at $326 and a $393 occupation certificate: $2,788. The DA route is $3,076.40, $288.40 more.
  • The Wingecarribee $50,000 step: the complying development certificate is $788 for work under $50,000 and $1,419 from $50,000, a $631 jump at the line.
  • Water costs $2.96 a kilolitre up to 616 litres a day and $4.41 above it, so a 40 kL fill costs $118.40 to $176.40. No water restrictions were in place when we read the council's page.
  • Short season: at Moss Vale only January averages a maximum of 25°C or more (26.0°C), and the station averages 24.7 nights a year at or below 0°C.

How much will my pool cost in Bowral?

People search “bowral pool cost” and “how much does a pool cost in nsw” and find national numbers. We found no Bowral builder publishing an installed price we could verify on 18 October 2026, and the most-read lead-generation cost guide has no Bowral page. Its national page prints $45,000–$62,000 for a plunge or compact fibreglass pool, $50,000–$85,000 for fibreglass inground and $55,000–$110,000 for concrete. Read them as a national band.

Wingecarribee Shire Council's share is larger than Orange's or Goulburn's. With the council as certifier, a $60,000 pool costs $2,788 as complying development with two inspections and $3,076.40 through a development application; the Orange and Goulburn pages set out what those councils charge. A 40 kL fill of council water costs $118.40 inside the 616 litre a day tier.

The quotable version: in Bowral the weather, not the fees, is the bigger budget line, because a pool you want to use beyond January needs heat and a cover. The all-up pool budget lists the other extras people forget.

What Wingecarribee Shire Council charges to certify a pool

The council's adopted 2026/27 Fees and Charges prices a complying development certificate for Class 1 and 10 buildings by cost of work: $788 for $20,000 to under $50,000 and $1,419 for $50,000 to under $100,000. Appointing the council as principal certifier is $324, each Class 1 and 10 inspection is $326, and the occupation certificate is $393. The schedule does not say how many inspections a pool needs; with two, a $60,000 pool totals $2,788, and a pool under $50,000 totals $2,157.

The Wingecarribee $50,000 step: the CDC fee jumps $631 at a $50,000 cost of work, so ask how the certifier values the job. Through a development application the same pool pays the $524.40 DA fee ($488 + 10 × $3.64) and a $1,183 construction certificate, then the same appointment, inspections and occupation certificate: $3,076.40, $288.40 more than complying development. The council also sells a $50 chart to stop a pool being used before the occupation certificate or compliance certificate is issued. Whether your pool needs council approval explains the routes.

Wingecarribee's pool barrier fees are higher than in some neighbouring schedules: $165 for the first inspection and $110 after, with the certificate included, and $11 to register a pool. Broken Hill and Clarence Valley both list $150, $100 and $10 for 2026/27. The NSW pool compliance certificate rules explain when you need one.

What water to fill a pool costs in Bowral

Wingecarribee is the water supplier as well as the council. Its 2026-27 residential tariff is $2.96 a kilolitre for use up to 616 litres a day and $4.41 above it, on top of a $238 annual access charge; the council's page says these apply to bills for the second and third billing periods of 2026/27. The allowance is daily, so over a 91-day period it is about 56.1 kL.

The 616 litre rule: a 40 kL fill costs $118.40 if the household's own use leaves room under the daily allowance and up to $176.40 if it does not. Filling over two billing periods spreads the allowance. Water drawn by commercial operators at the council's urban filling stations is $5.20 a kilolitre before cartage. The council's water restrictions page said no restrictions were in place; restrictions were last lifted on 1 March 2020. Fill costs in other cities compares tariffs.

Why heating is part of a Bowral pool budget

The Bureau of Meteorology's Moss Vale AWS, 678 m up in the same shire as Bowral, averages a maximum of 26.0°C in January and 24.4°C in December and February (2001–2026). Only January reaches 25°C; five months reach 22°C. The station averages 20.8 days a year of 30°C or more but 24.7 nights at or below 0°C, and July's mean minimum is 2.6°C.

If you want to swim from November to March, price heating and a cover in the same quotes. What a pool heat pump costs to run, what it costs to heat a pool and pool cover cost and payback give the running numbers, and why a pool stays cold explains the heat losses.

Getting Bowral quotes you can compare

Ask each quote to state the cost of work the certifier will use, because $50,000 is a fee step, plus the certifier and fee, the number of inspections, and whether heating and a cover are included or priced separately.
